  • For all sectors except financial services, the minimum salary starts at SGD 3,300 for applicants aged 23 and progressively increases up to SGD 4,800 for those aged 45 and above.
  • For the financial services sector, the minimum salary starts at SGD 3,800 and increases up to SGD 5,650 for applicants aged 45 and above.

These updated salary requirements apply to new S Pass applications from September 1, 2025, and to renewals from September 1, 2026.

3. Relevant Qualifications

Applicants should hold a relevant diploma, degree, or technical certificate from an accredited institution. While not mandatory, declaring your credentials helps strengthen your case during the application process.

If your institution doesn’t appear in the application form’s dropdown list, you will need to provide verification proof from a recognised background screening company. This verification must confirm that:

  • The declared qualification is authentic.
  • The awarding institution is officially recognised by the local government.

4. Levy and Quota Compliance

Employers must pay a monthly levy for each S Pass holder and stay within the approved quota. From September 1, 2025, the Tier 1 levy will increase to SGD 650, with Tier 2 remaining at SGD 650.

5. Medical Insurance Requirement

Employers are responsible for purchasing medical insurances covering inpatient treatment and day surgery, including non-work related health issues or accidents for S Pass holders before the pass is issued or renewed. This coverage must reach at least SGD 60,000 per year by mid-2025. Failure to comply can result in penalties or pass rejections.

6. Family Pass Eligibility

If you earn at least SGD 6,000 or more monthly, you can apply to bring your family to Singapore on eligible family passes.

It’s advisable to use the Self-Assessment Tool (SAT) before you move forward with an S Pass application. If the SAT results that the candidate is not eligible, it’s best not to apply to avoid likely rejection. However, if the candidate is eligible, there is about a 90% chance the pass will be approved.

From the employer, you will need: 

  • Company’s latest business profile from ACRA to verify the company’s legitimacy.
  • Completed S Pass application form, submitted online by the employer or an authorised agent.
  • Written consent from the applicant authorising the employer to submit the application on their behalf.
  • Proof of quota availability and levy compliance.
  • Recent CPF contribution statements (usually the last 3 months), required especially for companies submitting their first S Pass application.
  • Evidence that the job was advertised for at least 14 days to comply with the Fair Consideration Framework.
  • Signed declaration by an authorised company officer, stamped with the official company seal.

  Applicant must also submit the following documents:

  • A clear copy of the applicant’s passport bio-data page.
  • Educational certificates and transcripts from accredited institutions. 
  • Professional certifications for regulated professions such as healthcare, legal, and sports.
  • Proof of salary or a signed employment contract, along with a pre-employment medical examination, if requested, to verify declared terms.

Note that all documents must be accurate, complete, and in English (or accompanied by certified translations). The employer submits the S Pass application online and pays the required fees. Once approved, the applicant may need to complete biometric registration upon arrival in Singapore.

S Pass application process is primarily managed by the employer or an authorised employment agency through the Ministry of Manpower’s (MOM) EP Online system. The process involve:

1. Employer Submits the Application Online

The employer logs into the Ministry of the Manpower’s (MOM) EP Online system. Completing the application form, uploading all required documents, and paying a non-refundable application fee of SDG 105. Processing typically takes around 10 business days, though it may take longer if MOM requests additional information.

2. Receive In-Principle Approval (IPA) Letter

If the application is approved, MOM issues an In-Principle Approval (IPA) letter. Then the employer shares this IPA letter to the applicant. The IPA letter allows the applicant to enter Singapore if applying from overseas and specifies whether a medical examination is required. Note that the IPA letter is valid for 60 days from the date of issue

3. Prepare for Arrival and Medical Examination

The applicant must enter Singapore within the IPA validity period. If required, the applicant should complete a pre-employment medical examination. At the same time, the employer must arrange for medical insurance that meets MOM’s mandatory coverage requirements before the S Pass can be issued.

4. Pass Issuance and Biometric Registration

Once the applicant is in Singapore, the employer submits a request for S Pass issuance via EP Online. The applicant may also be required to visit the Employment Pass Services Centre (EPSC) to register fingerprints and have their photo taken. This biometric registration is mandatory for pass issuance. 

5. Receive S Pass Card

Once the pass issuance is completed, the S Pass card is typically delivered within 4 to 5 working days. The employer is responsible for keeping proper records and ensuring continued compliance with S Pass quota, levy payments, and employment regulations for the duration of the worker’s employment.

To ensure the pass holder remains legally employed once their S Pass application approved, the employers need to manage:

Renew the S Pass on Time

S Pass is typically valid for up to two years. To continue employment legally, renewal applications should be submitted between 2 to 6 months before the pass expires. The pass holder also must continue to meet all renewal requirements, including the current minimum salary threshold and other eligibility criteria set by MOM.

Comply with Employment Regulations

Employers must adhere to MOM guidelines on salary, working hours, rest days, and accommodation under the Employment Act. This includes providing fair wages, appropriate work schedules, and safe living conditions where applicable.

Employers must quickly inform MOM of any changes to the pass holder’s employment terms or personal details. This includes updates on company name, address, the S Pass holder’s occupation, passport details, salary, or residential address.
